The City of Prescott invites and appreciates public participation in Council and Board, Commission & Committee (BCC) Meetings. In the spirit of objective analysis and civil debate we will follow a process format to accomplish sharing information in a productive and informative manner. Meetings and discussion will follow the following format for agenda items:
- Staff Report & Presentation
- Council Questions & Discussion
- Applicant or Outside Organization Presentation & Discussion
- Further Council Questions & Discussion
- Public Comment
- Council Vote When Applicable or Council Discussion Wrap-up with Direction to Staff
With decorum and respect in mind, city staff and the Council kindly request that the public wait for their opportunity to speak until the public comment portion. We ask you to debate the proposal or presented item and not criticize staff or presenters. Any public outburst will hear the gavel from the Mayor or BCC Chair asking for decorum. If individuals continue to disrupt the meeting they may be escorted out of the meeting by a Prescott Police Officer.
Further, members of the public are expected to present new information and ideas when addressing the Council and if a speaker simply repeats previous comments the Mayor or Chair may limit their comment time. If a speaker displays hostility toward any of the presenters or staff they will be gaveled and admonished and if they continue the attack, the Mayor or BCC Chair may request they be escorted from the Chambers.
Finally, applause will be limited to recognition during the Presentation & Proclamation portions of the meeting and will not be permitted at any other time during Council or BCC discussions.
