Airport Ruger Road Sewer Trunk Main Upsizing

To accommodate for current and future flows in the Airport Area and neighboring properties west and north of the Prescott Regional Airport, the City is designing a new 30-inch sewer trunk main to replace the existing 10-inch sewer main that is currently serving the area. The new trunk main will be installed along Ruger Road, north of the airport, with a portion crossing the airport northeast of the end of Runway 21L. The intention is to design and construct the trunk main improvements ahead of the proposed future runway expansion at the Prescott Regional Airport (PRC).
Airport Trunk Main Project Phase 2

The project will replace approximately 15,600 Lineal Feet (LF) of 24-inch to 48-inch gravity sewer trunk and branch mains near the Airport in the north Prescott area. The project will begin at the Airport Water Reclamation Facility and will run southerly to the Northern edge of the Granite Dells. Results of the Sewer Model Report and Centralization Analysis determined that the existing Airport Trunk Main needs to be upsized for current flow demands and for the centralized build out scenario. This project is the 5th of 10 projects that will complete centralization of the Wastewater Treatment process. Centralization, when completed will combine all wastewater treatment processes at the Airport Water Reclamation Facility and decommission the Sundog Wastewater Treatment Plant.
Airport Well No. 5 Production Well

The well site is anticipated to be located near the APS Solar Power Station located on City Parcel #103-01-023. The City intends to employ a Design/Build project delivery process, the primary objective being to bring the best available construction experience and expertise together to meet the project demands.
American Legion and Prescott Library Sidewalk Project

The American Legion Sidewalk project will generally consist of sidewalk improvements on the south side of Goodwin Street, from Pleasant Street to Alarcon Street. Other related concrete structures will be replaced or updated as needed.
The Prescott Library Sidewalk project will generally consists of the addition of new sidewalk adjacent to the Prescott Public Library on the south side of Goodwin Street from Marina Street to Alarcon Street. The new sidewalk will be ADA compliant and will aid the Library in preserving the existing timeline sidewalk that isn’t handicap accessible. The project will also reconfigure the parking on Goodwin Street adjacent to the Library to include 12 additional parking spaces.
The two projects will be constructed as a single project concurrently.
Chino Production Well Rehabilitation Program Well No. 3

The City of Prescott owns and operates five active wells within the Town of Chino Valley. These wells are one source of potable water supply to the City; additional water comes from production wells located in the Airport area. The production wells in Chino Valley were drilled and equipped between 1947 and 1962.
On February 28, 2017, Council approved City a contract for a Production Well Rehabilitation Program. Phase 1 included initial evaluation and condition assessment for all five well sites in Chino Valley. The development of a standardized well site design template has been developed for the rehabilitation of Well No. 5 and Well No. 4 sites, which have been completed.
Cliff Rose Pavement Improvements

The project consists of removing and replacing the existing asphalt pavement along select streets within the Cliff Rose Subdivision. Pavement replacement will take place along Boardwalk Avenue, Marvin Gardens Lane, Oriental Avenue, Mediterranean Court, and Rycosa Lane. Additional work includes the restoration of disturbed traffic striping, adjustment of utility covers to finished road grade, and replacement of handicap ramps and curb and gutter in select areas throughout the project.
Corsair Avenue Extension

The project generally consists of constructing a roadway connection between the existing southern terminus of Corsair Avenue to an intersection with Wilkinson Drive. The Corsair Avenue Extension will provide a needed looped roadway connection within the Airport Business Park to improve circulation and access to the Business Park. The intersection of Wilkinson Drive and Corsair Avenue will be designed to accommodate high peak hour traffic flows. The extension of Corsair Road will provide two paved travel lanes with a paved center median, new curb and gutter, as well as drainage and utility improvements
Partial funding for the project will come from an ADOT Economic Strength Program (ESP) grant and Streets Funds.
Crushing of Concrete-Inert Debris & Asphalt Millings

The project generally consists of crushing and screening both the existing concrete-inert mix and asphalt millings stockpiles located at the Solid Waste Transfer Station into 1 ¼ inch minus material. Crushed materials will be stockpiled for future re-use.
Dexter Neighborhood Drainage Study

The Dexter Neighborhood drainage study area (project area) is roughly defined by Miller Valley Road to the west, W. Hillside Avenue to the south, North Fork Granite Creek to the east, and Whipple Street to the north.
The Dexter Neighborhood experiences significant adverse impacts resulting from frequent storm events. The City-Wide flood study model shows widespread, broad, shallow, unconfined sheet flow flooding and street/roadway flooding across the project area during moderate to large events. Several residential structures have experienced direct flooding impacts and many residents have implemented flood mitigation measures.
Equestrian Way Water Main Replacement

The City will be replacing an existing PVC water main on Equestrian Way in The Ranch subdivision due to a significant water main break that occurred in July 2020. The asphalt was also damaged to the extent that the street will be re-paved once the water main construction is complete. The project will include installation of new Ductile Iron water main on Equestrian Way and Equestrian Circle. This project is fast tracked and construction is expected to begin in the fall of 2020.
EZ Street Sewer Relocation Project

The project is primarily located within the City’s Fleet Maintenance Facility. The existing gravity sewer system in the area is aged, undersized, and has a history of backups and sanitary sewer overflows (SSOs) which affect adjacent properties. Additionally, portions of the sewer are inaccessible for maintenance because they are located below buildings and structures. This project will relocate the gravity sewer system to be located primarily on City property or within Right-of-Way. One small gravity sewer extension will need to be considered in a private driveway to maintain all existing sewer service connections. No portion of active sewer will be remaining under a building or structure after completion of the relocation.
FY19 Small Water Mains Project – Mile High Park Addition

The City’s Pavement Maintenance Program includes projects to Preserve, Rehabilitate and Reconstruct sections of roadways, as needed.
Preservation projects include the application of pavement rejuvenators, fog seals, slurry seals, micro seals, crack sealing, chip seal and other surface applications to help extend pavement life. Roads that receive these treatments are in generally good condition, and not in need of a rehabilitation project.
Rehabilitation projects will typically include mill and overlay projects. The roads that require these treatments are typically in poorer condition, but the underlying base section of the road is still in good condition and will allow for the installation of new surface course asphalt.
Reconstruction projects include the full reconstruction of a roadway, up to and including the installation of new utilities. These roads have asphalt or concrete road surfaces that are typically at the end of their useful service life and may have utilities within the road section that are also in need of replacement.

The project generally consists of improvements to the trail corridor that parallels Granite Creek between Aubrey Street and Granite Creek Park. Trail improvements consist of new lighting, signage, enhanced access points and a compact surface providing safe access for all users. In addition to trail improvements, the project includes cleaning and pruning vegetation in the creek bed, and construction of erosion and flood mitigation measures throughout the corridor. The work in the creek will improve flow and aesthetics while maintaining the creek’s natural riparian habitat.

Additional improvements will include a pressure reducing valve station.

North Washington Sidewalk Repairs

This project generally includes the replacement of sidewalks along N. Washington Avenue, from E. Willis to E. Sheldon Street, as well as Pine Street. The replacement of driveways as needed will be determined in the field at the direction of the City of Prescott. The mature trees between the sidewalk and the curb have contributed to the deterioration of the
sidewalk and other critical infrastructure. Seventeen trees will be removed, and five existing stumps will be ground below dirt grade.

The City of Prescott owns and operates five active wells within the Town of Chino Valley. These wells are the primary source of potable water supply to the City. The production wells in Chino Valley were drilled and equipped between 1947 and 1962. Since the initial installation only one major upgrade has been completed on the wells in 1987. Currently, at several of the well sites the well houses, electrical controls, mechanical equipment’s and HVAC components are beyond their service life.
The City has initiated a Production Well Rehabilitation Program to upgrade the facilities at all five of the Chino Valley well sites, the development of a standardized well site design template was completed prior to improvements and was implemented for the Production Well #5 project, which was completed in 2018 and established the template for the building and site improvements at Production Well #4.
Public Safety Drill Grounds Drainage and Utilities Infrastructure Study

The Prescott Fire Department is planning infrastructure improvements to the live fire training facility at 2898 Sundog Ranch Road. The initial project goal is to deliver a detailed Master Plan which outlines phased improvements to the fire fighting training facilities, including, but not limited to:
- Replace existing fire training tower;
- Identify locations for and install training props, including, but not limited to, LPG Tank and Car Fires, Structural Collapse, and Confined Space;
- Locate and construct a low-speed, asphalt pavement, apparatus driving course;
- Improve drainage at the facility;
- Upgrades to the electrical and lighting system;
- Upgrades to septic system;
- Address water flow pressure issues from hydrants;
- General refurbishment of the training facility grounds.

City Water Operations has experienced an increasing number of failures of aged water mains in the Country Club Park Subdivision. This project generally consists of replacement and up-sizing of the existing water facilities in this area. The project limits are the streets within the Country Club Park Subdivision, commonly referred to as Rocky Dells, which lies west of Thumb Butte Road, to include a small section of Thumb Butte Road.
Rodeo Grounds Rainwater Harvesting and Aquifer Recharge Project

City staff identified the Rodeo Grounds as an ideal location for a rainwater harvesting and aquifer recharge project. This recharge system is designed to capture the 1-yr, 10 minute storm, which is about 0.4” of rainfall. Depending on the storm frequencies throughout the year this system has the capability to recharge up to 0.87 acre feet annually. Additional benefits beyond aquifer recharge include mitigating the volume of stormwater generated from the building rooftops, and reducing the amount of animal waste found in rainfall sheet flow.
Slaughterhouse Gulch Crossing Sewer Replacement

The project consists of the replacement and realignment of an aerial 24-inch diameter ductile iron pipe (DIP) sanitary sewer line crossing the Slaughterhouse Wash. The existing sewer line is a 24-inch diameter DIP supported on cradles, mounted on steel columns with concrete foundations. The wash banks have eroded and previously placed rip rap has sloughed down into the wash bottom. This project proposes the replacement and realignment of the sewer crossing encased within a single span prefabricated truss bridge structure to eliminate the need for supports within the Slaughterhouse Wash Floodplain. Additional abandoned water and sewer utilities spanning the wash in this location will also be removed.

Solid Waste Maintenance Building

The Solid Waste Equipment Mechanic inspects, maintains, and repairs vehicles, trucks, heavy equipment and other associated equipment utilized in Solid Waste operations. To date, working conditions have required personnel working on the ground in outdoor conditions. This project will provide a dedicated maintenance building that will promote a safe work environment for City employees, while increasing efficiency and productivity. Streets Division Snow Equipment Facility

Project Update
The City’s Streets Maintenance Division will be incrementally relocating their operations to vacated portions of the Sundog Wastewater Treatment Plant as portions of the plant are decommissioned. The first phase of the project involved demolishing four decommissioned, concrete sludge beds and back filling them with crushed miscellaneous base material to create a pad for a future building at the site.
The first phase of construction will likely involve construction of a concrete slab on grade and the installation of new spreader racks for the storage of the City’s snow removal equipment. The design shall be such that a building can be constructed in a subsequent phase to enclose the spreader racks and other snow removal equipment and materials and protect City employees from inclement weather while gearing up for snow removal.

The project generally consists of removing four decommissioned drying beds composed mostly of reinforced concrete at the City’s Sundog Wastewater Collection Facility. Also included is removal of some minor plumbing connections, crushing of the existing concrete, and using that concrete and other fill material to place fill in the general removal area to create a proposed building pad for future use by the Public Works Streets Division for snow removal equipment.
Summit Avenue/McCormick Street/Beach and Goodwin Street Improvements Project

The Summit Avenue/McCormick/Beach and Goodwin Street Improvements Project generally consists of reconstructing the severely deteriorated concrete roadway with new asphalt pavement. The project will change Beach Street to a one way street from McCormick Street west towards Summit Avenue. New water and sewer upgrades are also included. The project will also include new storm drain improvements. Curb, sidewalk, and landscape improvements will be included as needed.
Sundog Ranch Road Water Line Upsizing and Road Construction

The project generally consists of replacing the aged and undersized water main and reconstructing the severely deteriorated pavement on Sundog Ranch Road from Prescott Lakes Parkway to the Yavapai Tribe boundary near Yavpe Connector.
Due to budgetary constraints, the project will be designed and constructed in two phases, the first phase being the water main replacement.
Sundog Sewer Trunk Main Replacement – Phase B & SR89 Lift Station

The project is to direct additional sewer flows from the Sundog Wastewater Treatment Plant to the Airport Water Reclamation Facility. The project includes the construction of a new force main from a proposed lift station at the Veteran’s Administration Hospital Grounds north along Highway 89 to the northeast corner of Highway 89 and Prescott Lakes Parkway. The new force main will tie into the Sundog Trunk Main Phase A, which will be completed prior to beginning this project.
Sundog Trunk Main Phase C2 Project

The Phase C2 Trunk Main will replace aging, undersized and failing clay and PVC pipe. The sewer main replacement project will reduce sanitary sewer overflows, reduce operations and maintenance costs, and will complete the overall Sundog Trunk Main Project towards Centralization. The project is anticipated to replace approximately 12,000 lineal feet of 12-inch through 30-inch diameter gravity sewer main at the following locations.
1. From the intersection of Miller Valley Road and Brannen Avenue, southward on Miller Valley Road, along Miller Creek to a point just east of Miller Creek low water crossing on Lincoln Avenue.
2. Starting at the eastern end of Sonora Drive, along the edge of Granite Creek under the La Guardia Bridge (Montezuma Street), through Granite Creek Park, across 6th Street and down Henry Street, parallel to E-Z Street, within the Yavapai Prescott Indian Tribe land (YPIT) and then through Veterans Administration (VA) land generally following the old Peavine railroad alignment to a connection designed in the Phase B Project at the southeastern edge of the VA solar Field.
3. Branch connections to connect sewer mains that currently outfall into the existing sewer trunk main.
The project will also include approximately 1,600 linear feet of 12-inch water main replacement at the following locations:
The intersection of Miller Valley Road and Lincoln Avenue up to a point 80 feet north of the Miller Creek low water crossing on Lincoln Avenue.
Sunrise Boulevard Improvement Project

The Sunrise Boulevard Improvement Project involves reconstructing the pavement section of Sunrise Boulevard, between Sharp Shooter Way and Cactus Place. The project will also include replacement of curb and gutter as needed, and various drainage infrastructure.
Wilkinson Drive Pavement Improvements

The project generally consists of reconstructing approximately 2,000 feet of Larry Caldwell Drive and Wilkinson Drive beginning east of the Larry Caldwell Drive intersection and running easterly and northerly to the proposed roundabout on Wilkinson Drive at the future Corsair Avenue Extension. Improvements are expected to include pulverizing the existing pavement, widening the shoulders, improving drainage where necessary, and repaving the roadway.
Willow Creek Road Curve Realignment

The Willow Creek Road Curve Realignment Project will consist of widening Willow Creek Road through the existing curve from the Deep Well Ranch roundabout south westward to Lone Elk Trail in the Saddlewood Development. The project will be done in conjunction with the widening of Willow Creek Road from the future intersection at Warrior Way to Lone Elk Trail. The work will include widening the road to four lanes with a raised center median, and includes new traffic signals at Lone Elk Way and Warrior Way. The City is also working with APS to relocate the existing 69Kv power poles.

Yavapai Hills – Budsage Court Paving & Drainage Improvements

Yavapai Hills Zone 7 Lower Pump Station Replacement

The project will consist of relocating the existing Zone 7 pump station that feeds pressure zones east of Prescott Lakes Parkway, eastward to the new 1.5 MG water storage tank for pressure Zone 56, and relocated and upgraded to meet existing and future domestic and fire flow demands for this area. The project will include installation of new pumps, associated controls and appurtenances, and an above-ground building enclosure. This project will be constructed concurrent with the installation of the new Zone 56 1.5 MG tank and piping.
Zone 16 Tank, Pump Station and Water Main

This project will include replacement of the existing Zone 16 Tank inside the Hidden Valley Ranch subdivision with a new 250,000 gallon tank. The project will also include tank access road improvements, upsizing of the water main in Haisley Road from Senator Highway to Valley Ranch Circle, increasing the capacity of the Virginia Pump Station, and upsizing of the water main from the termination of South Virginia Street to the Prescott Community Church property. The project will provide improved water delivery and increased fire protection to the area. Haisley Road between Senator Highway and Valley Ranch Circle will also be reconstructed concurrently with the water line improvements.
