The Community Development Block Grant (CDBG) program provides federal funds to support housing, neighborhood improvements, and community services that primarily benefit low- and moderate-income (LMI) residents in Prescott.

Guidance for Applicants: The Consolidated Plan
All CDBG-funded projects must align with the City of Prescott 2025–2029 Consolidated Plan, which establishes the community’s housing and development priorities and guides the use of federal funding.
The Consolidated Plan identifies six priority areas—housing activities, public facilities and infrastructure, public services, economic development, administration and planning, and program support—to ensure the City can address a wide range of community development needs.
These priorities were developed through extensive community input and provide the framework for effective CDBG program implementation. Housing activities and public facilities are designated as high priorities due to their lasting community benefits and ability to meet local needs.
To develop a successful application, potential applicants should review the Consolidated Plan to ensure their proposed projects are consistent with these established priorities.

The 2025-2029 Consolidated Plan serves as the City’s strategic framework for using federal Community Development Block Grant (CDBG) funds to address priority community development needs over the next five years. The plan identifies housing, infrastructure, and public service needs for low- and moderate-income residents and establishes goals for improving quality of life in Prescott’s neighborhoods. Through community input and data analysis, the plan guides investment decisions to create the greatest impact for residents most in need of assistance.
Funding Summary
· Program Year 2025 CDBG Allocation: $275,024
· Estimated 5-Year Total: $1,375,000
The Consolidated Plan establishes several priority areas for CDBG funding. Housing Activities focus on improving housing conditions and accessibility for low-income residents. Public Facilities and Infrastructure improvements will enhance community assets and neighborhood livability. Basic Needs and Essential Services address immediate needs of vulnerable populations including seniors and disabled residents. Additional goals include Economic Development opportunities that benefit low-income persons and Administration to ensure effective program management and compliance with federal requirements.

The Community Development Block Grant (CDBG) program provides federal funding to support community development activities that must primarily benefit low- and moderate-income residents. This is the principal national objective of the CDBG program. All CDBG-funded activities must demonstrate that they principally benefit this target population.
Eligible Activities Include:
· Housing rehabilitation and accessibility improvements
· Public facility improvements (senior centers, parks, accessibility upgrades)
· Public services (transportation, meals, health services)
· Economic development programs
· Emergency shelter and homeless services

The seven-member Citizens’ Advisory Committee (CAC), appointed by the Mayor and approved by City Council, plays a vital role in reviewing community needs and making funding recommendations. The CAC meets monthly and welcomes public input.
