Since 2004, the City of Prescott has partnered with the United States Department of Housing and Urban Development (HUD) in bringing much needed grant funds to our local community.  

Community Development Block Grants (CDBG) provide communities with funds to develop decent housing, suitable living environments, and expand economic opportunities primarily for low- and moderate-income persons.

Program Year 2026 Community Needs Workshop

The City of Prescott invites local organizations, service providers, and residents to attend the Community Development Block Grant (CDBG) Needs Assessment Workshop. This workshop provides an opportunity to help shape Prescott’s funding priorities for Program Year 2026.

During the workshop, City staff will:

  • Provide an overview of eligible activities and national objectives under the CDBG program.
  • Facilitate discussion to identify current community needs and priorities.
  • Offer guidance on developing competitive project applications.
  • Answer questions about the funding process and requirements.

About the CDBG Program

The Community Development Block Grant (CDBG) program provides federal funds to support housing, neighborhood improvements, and community services that primarily benefit low- and moderate-income (LMI) residents in Prescott.

CDBG projects strengthen neighborhoods and improve the quality of life for residents by supporting:

Housing and Neighborhood Improvements

  • Rehabilitation of aging homes for income-qualified households
  • Accessibility upgrades such as ramps, handrails, and ADA-compliant improvements
  • Infrastructure projects including sidewalks, lighting, and drainage in LMI neighborhoods

Public Facilities and Services

  • Renovations to community and nonprofit facilities
  • Programs for seniors, youth, veterans, and persons with disabilities
  • Homelessness prevention and supportive service programs

Economic Opportunities

  • Job training and workforce development programs

Guidance for Applicants: The Consolidated Plan

All CDBG-funded projects must align with the City of Prescott 2025–2029 Consolidated Plan, which establishes the community’s housing and development priorities and guides the use of federal funding.

The Consolidated Plan identifies six priority areas—housing activities, public facilities and infrastructure, public services, economic development, administration and planning, and program support—to ensure the City can address a wide range of community development needs.

These priorities were developed through extensive community input and provide the framework for effective CDBG program implementation. Housing activities and public facilities are designated as high priorities due to their lasting community benefits and ability to meet local needs.

To develop a successful application, potential applicants should review the Consolidated Plan to ensure their proposed projects are consistent with these established priorities.

Consolidated Plan Goals

  1. Public Facilities and Infrastructure Improvements
    Acquisition, construction, or rehabilitation of public facilities and infrastructure that benefit low- and moderate-income residents, including facilities for seniors and persons with disabilities, neighborhood facilities, parks, recreational facilities, street and sidewalk improvements, water and sewer improvements, and other eligible public improvements.
  2. Emergency Shelter and Transitional Housing
    Facility improvements, construction, rehabilitation, and supportive services for homeless populations and families experiencing housing insecurity, promoting access to permanent housing and independent living.
  3. Housing Support and Rehabilitation
    Housing rehabilitation and maintenance programs that improve housing conditions and stability for low- and moderate-income households.
  4. Basic Needs and Essential Services
    Transportation assistance for elderly and disabled residents, food assistance programs, senior services, mental health services, and other essential public services that address the immediate needs of low- and moderate-income residents and vulnerable populations.

About the Consolidated Plan

The 2025-2029 Consolidated Plan serves as the City’s strategic framework for using federal Community Development Block Grant (CDBG) funds to address priority community development needs over the next five years. The plan identifies housing, infrastructure, and public service needs for low- and moderate-income residents and establishes goals for improving quality of life in Prescott’s neighborhoods. Through community input and data analysis, the plan guides investment decisions to create the greatest impact for residents most in need of assistance.

Funding Summary

· Program Year 2025 CDBG Allocation: $275,024

· Estimated 5-Year Total: $1,375,000

Key Priorities for 2025-2029

The Consolidated Plan establishes several priority areas for CDBG funding. Housing Activities focus on improving housing conditions and accessibility for low-income residents. Public Facilities and Infrastructure improvements will enhance community assets and neighborhood livability. Basic Needs and Essential Services address immediate needs of vulnerable populations including seniors and disabled residents. Additional goals include Economic Development opportunities that benefit low-income persons and Administration to ensure effective program management and compliance with federal requirements.

About CDBG Funding

The Community Development Block Grant (CDBG) program provides federal funding to support community development activities that must primarily benefit low- and moderate-income residents. This is the principal national objective of the CDBG program. All CDBG-funded activities must demonstrate that they principally benefit this target population.

Eligible Activities Include:

· Housing rehabilitation and accessibility improvements

· Public facility improvements (senior centers, parks, accessibility upgrades)

· Public services (transportation, meals, health services)

· Economic development programs

· Emergency shelter and homeless services

The seven-member Citizens’ Advisory Committee (CAC), appointed by the Mayor and approved by City Council, plays a vital role in reviewing community needs and making funding recommendations. The CAC meets monthly and welcomes public input.

CDBG project & activity examples:

  • Rehabilitation of buildings designated as residential which house low- and moderate-income renters or homeowners.
  • Public service activities targeting workforce development.
  • Transportation services for Prescott’s senior population as well as those struggling with disabilities.
  • Public improvements to Prescott’s streets, sidewalks, and parks. 

Qualification

To qualify for Prescott’s CDBG funds, a project or activity must meet one of three national objectives:  

  • Benefits low- and moderate-income (LMI) persons; 
  • Aids in the prevention or elimination of slums or blight; and 
  • Meets a need having a particular urgency.
