The project generally consists of the design and construction of a new multi-functional Police facility that will meet the Police Department’s current needs and provide reasonable additional space for growth and consolidates multiple operations currently spread across various inadequate existing facilities, and centralizes these operations. The new facility will include a property and evidence storage warehouse, K9 and animal control accommodations, motors, a patrol substation, a crime lab, and space for a future indoor shooting range. The Police facility will be located on a 7.5 acres property at the northwest corner of Prescott Lakes Parkway and Storm Ranch Parkway.
Arrington Watkins was awarded a design services contract in October 2025. Information was collected during design programming meetings and existing facility tours in early December 2025. A meeting was held in mid-January 2026 to confirm and refine the programming information, and the first site layout meeting was held in late January. The city expects to complete design in January 2027.
The City advertised a Request for Statements of Qualifications for a Construction Manager at Risk (CMAR) in early February 2026. Statements of Qualifications (SOQs) are due March 5, 2026. The city plans to review and rank the SOQs by the end of March, interview the three (3) top ranked firms and select the top ranked firm by the end of April, and go to the May 26, 2026, Council meeting for contract approval. The CMAR will collaborate with the design team and city through the rest of the design process, submit a Guaranteed Maximum Price (GMP) proposal and negotiate a contract with the city by the time design is complete, start construction during the spring of 2027, and complete construction by the end of 2028.
