Ditches & Culverts: Who’s responsible?

It depends on a few factors...

Typically Maintained by the City

  • Ditches and Culverts that lay within the city right of ways, or under city-maintained roadways are typically the responsibility of the street maintenance division. However, this can vary based on development and/or plat agreements. It’s best to check with Street Maintenance or Public works to be sure. 

  • Roadside ditches are necessary to convey runoff flows, thereby enabling roadways to remain more passable. The means of access across roadside ditches must be configured to preserve adequate drainage.

    Neighborhood ditches or Bar ditches can vary in responsibilities and regulations. Always double check with Street Maintenance, public Works, and homeowners’ association rules and regulations if applicable before making changes to bar ditches in your community.

  • Driveways – culverts that run under driveways

  • Private Roads – culverts that run under privately maintained roads

  • Private Property/Businesses – culverts on privately owned property, or privately owned businesses
