Capital Improvement Program

What is Capital Improvement?

Do you want to know what public projects are scheduled to be built in Prescott this year or the next five-years?  What infrastructure the City is building to improve the roads, the water system or the sewer system?  Are you curious about whether projects will be happening in your neighborhood?

Each year, the Public Works Department develops a five-year Capital Improvement Plan (CIP) for City infrastructure, utilities and other public facilities.  Each area of service provided by Public Works, such as roadways, drainage, water and sewer are regularly monitored and periodically studied to help determine and prioritize future needs.  Recommendations can then be made to either expand existing infrastructure due to growth and demand, or to repair and replace aging infrastructure.

How are projects awarded?

The City’s procurement of professional and construction services related to CIP projects is governed by Arizona Revised Statutes (ARS), Sections 34, 35 and 48, in addition to the City’s Procurement Code Chapter 1-27. Pursuant to the provisions of ARS and City Code, authorized awards are made to the lowest responsive, most responsible and/or most qualified supplier whose bid, proposal, offer or statement conforms to the procurement requirements and criteria set forth in the City’s solicitation that is deemed to be in the best interest of the City and its citizens. 

Only professional registrants and licensed contractors in good standing are used for CIP project services. Formal recommendations for award of all design and construction contracts are made to the City Council for approval, as required, prior to the start of any work.

Keeping Citizens Informed

The City strives to keep Prescott citizens informed of all Capital Improvement Projects, particularly those nearing construction.  During the design phase of some projects, Public Works will host an open house to give resident neighbors and businesses an opportunity to ask questions and provide input.  Informational handouts are also delivered to affected residents and businesses to keep informed of the progression of all construction in their area and to keep disturbance of daily activities to a minimum.

The City issues press releases and utilizes local publications to publically notify travelers and pedestrians of traffic detours and disruptions.  The most recent traffic road closures and detours are also maintained on our website in the “Traffic Restrictions” section.

Capital Improvement Projects

The City of Prescott develops and updates a 5-Year Capital Project List which, is a compilation of various projects to be designed and constructed for the community, over the next 5-years.  Each year, during the budget process, Public Works Department presents a list of projects to be designed and/or constructed and the City Council approves or modifies the list as part of the budget process.
This is known as the Capital Improvement Program (CIP).
