Pavement Management Program

The City of Prescott Public Works employs a pavement management program as systematic approach to effectively manage and maintain road infrastructure. This comprehensive strategy involves the collection of data on pavement conditions, assessment of deterioration factors, and the development of maintenance and rehabilitation plans to ensure the longevity and performance of road surfaces. Through the use of advanced technologies such as pavement condition surveys, GIS mapping, and data analysis, these programs enable us to make informed decisions about resource allocation and prioritize road maintenance projects. By implementing a pavement management program, we can optimize our budgetary resources, enhance road safety, and minimize the overall life-cycle cost of maintaining a transportation network. The following factors contribute to decisions within our pavement management program:

Data Collection: Utilize technologies like pavement condition surveys, laser scanning, and remote sensing to gather comprehensive data on the condition of road surfaces.

Assessment and Analysis: Employ sophisticated software and algorithms to assess pavement conditions, identify deterioration patterns, and analyze factors affecting road performance.

Pavement Condition Index (PCI)

PCI stands for Pavement Condition Index, a numerical rating system used to assess and communicate the overall condition of a pavement surface. The index typically ranges from 0 to 100, with higher values indicating better pavement conditions. The assessment considers various factors such as cracks, potholes, surface distress, and overall smoothness. PCI is a valuable tool for transportation agencies and road managers, helping them prioritize maintenance and rehabilitation efforts based on the urgency and severity of pavement issues. Regular PCI evaluations enable informed decision-making, efficient resource allocation, and the development of strategic plans to enhance and prolong the life of road infrastructure. The PCI rating of pavement is a key factor in our pavement management program.

Minor issues are maintained by Street Maintenance crews. 

Larger street repairs and major projects will go through Capital Improvement Projects.

What is the difference Between Slurry Seal and Micro Seal?

Slurry Seal:

  • Materials: Slurry seal is a mixture of asphalt emulsion, graded aggregates, mineral filler, and water. It may also include additives for specific performance enhancements.
  • Application: Slurry seal is applied as a thin layer onto existing asphalt surfaces. It is commonly used for preventive maintenance, filling minor surface cracks, improving skid resistance, and protecting the pavement from environmental damage.
  • Purpose: The primary purpose of slurry seal is to extend the life of the pavement and enhance its overall performance by sealing the surface and addressing minor distress.

Micro Seal:

  • Materials: Micro seal is similar to slurry seal but typically contains higher-quality aggregates and a polymer-modified asphalt emulsion for added durability.

Mill and Fill

Mill and fill is a road improvement method involving milling off the top layer of an old asphalt surface and then filling the milled area with new asphalt. Complete Reconstruction

Complete reconstruct is a comprehensive road renovation approach where the entire roadway is rebuilt from the ground up. Complete reconstruction ensures a brand-new and resilient road, improving safety and longevity. While it is a more extensive and expensive process, it is necessary for roads with severe deterioration or significant design changes.
